Operations acceptance · controlled production ownership

Handover a Commissioned Water Bottling Line to Operations

Commissioning completion does not automatically mean operations should accept the line. The handover decision should confirm who can run and stop it, which settings and procedures are controlled, whether materials and quality checks are ready, how maintenance responds, which issues remain open and what evidence authorizes the first normal shift. This is an operations-acceptance process, not a substitute for contractual FAT or technical SAT criteria.

Operations Acceptance Pack · handover index

What the Operating Team Should Receive and Verify

The signed project controls the final scope. Use this index to make missing evidence and post-handover ownership visible before the normal shift takes control.

01 · Buyer or factory inputs

Information the decision needs

  • Approved product, bottle, closure, label and pack formats
  • Commissioning results, settings, deviations and open-item list
  • Current operating, cleaning, changeover and safe-stop procedures
  • Named trained operators, supervisors, quality and maintenance coverage
  • Released startup materials and laboratory capability
  • Manuals, backups, spare parts and support contacts
  • Authority for product status, escalation and final handover approval

02 · Operating objective

What completion should achieve

Create an Operations Acceptance Pack that transfers a known, documented and supportable operating state to the factory team.

03 · Required controls

Turn the objective into controlled work

  1. 01

Separate technical test completion from operations acceptance

  2. 02

Demonstrate normal start, run, changeover, cleaning, stop and recovery tasks

  3. 03

Freeze controlled settings and record who may change them

  4. 04

Classify every open item by operating risk, owner and due date

  5. 05

Confirm product-hold and release decisions during the first shifts

  6. 06

Define supplier, factory and local-service support after handover

04 · Factory interfaces

What connects to this decision

  • Commissioning team to shift supervisor
  • Equipment settings to controlled operating procedures
  • Quality checks to batch release or hold
  • Open defects to temporary controls and closure evidence
  • Maintenance response to critical spares and safe intervention
  • Training attendance to observed task authorization

05 · Evidence to collect

Records that make review possible

  • Signed operations-handover decision
  • Current controlled SOP and setting index
  • Operator competency and authorization record
  • Approved material and product-status record
  • Open-item register with temporary controls
  • Maintenance, backup, spare and support handover record
  • First-shift monitoring and escalation plan

06 · Common failure modes

Do not confuse a pattern with a confirmed cause

1Signing handover because a short demonstration produced bottles

2Leaving temporary commissioning settings uncontrolled

3Counting training attendance as proof of task competence

4Accepting open issues without risk controls or due dates

5Starting normal production before quality and traceability records work

6Failing to name post-handover support responsibilities

07 · Responsibility boundary

Name who confirms each part

RolePossible responsibility in this stage
Operations managerAccepts operating ownership only when normal-shift controls and resources are ready.
Quality leadConfirms checks, sampling, traceability, product status and release authority.
Maintenance leadAccepts asset information, safe-work controls, backups, spares and response duties.
Commissioning teamTransfers verified settings, results, deviations, documents and unresolved issues.
Project authorityApproves conditional handover, escalation and final closure without redefining the signed contract.

08 · Completion criteria

Evidence that the stage can advance

  • Authorized people can demonstrate the tasks required for the first normal shift
  • Controlled procedures and approved settings match the handed-over state
  • Materials, laboratory, traceability and release controls are usable
  • Open issues have accepted controls, owners and closure evidence
  • Maintenance and post-handover support can respond
  • The operations-acceptance decision is signed by named authorities

Questions operating teams ask

Is operations handover the same as SAT?

No. SAT is governed by the agreed technical and commercial test basis. Operations handover asks whether the factory team can safely and consistently own normal production after those activities.

Can a line be handed over with open items?

Only the authorized project and factory parties can decide. If conditional handover is allowed, each item needs a visible risk, temporary control, owner, due date and closure evidence.

What proves operator readiness?

Observed performance against defined tasks and limits is stronger evidence than attendance alone. Record who assessed the task, the result, restrictions and recheck date where required.
